The clanleader, and the nation's Packleader both have the power of life & death over each and every citizen in Lykosha, but either may only decide such things in context of the Packlaws, and/or for grevious dishonor to Lykosha. Otherwise, no one (else) has that right. Duels (for dishonor, or for pay back to an individual or to a clan) may not result in a death --- even accidentally (even an accidental death must be accompanied by payment to that person's clan).

There is a Biblical principle that states "an eye for an eye". Many people think this means you can take revenge. However this is a symbolic limiter to the amount of retribution that you can take. Properly rendered it should read "no more than an eye for an eye". You even have the choice to NOT require recompense.
Of course most people trying to quote the evils of Christianity camp on the old testament and forget about the new testament and it's message of love and forgiveness.

Dagostinia does not promote the death penalty. For murdering another person you may be either incarcerated for life or dropped on a desert island with few supplies. The latter is generally cheaper.
Killing someone in self-defense does not constitute murder unless it can be shown that it was pre-meditated or that the murderer provoked the deceased. No one can be tried on the testimony of only one witness. The Monarch makes all final decisions.
Given our very strict immigration policy we don't see that this will ever be a problem.

None at all. We are aware of our limits do we don't take a stand on things existing on completely different levels.
