The line between what constitutes a "gang" and a legitimate group is often ill-defined - and frequently a matter of one's perspective.
In the modern world there is no doubt that the influence of criminal gangs is immense; many Russian, Chinese, Japanese and Italian-based "mafias" control assets and have budgets larger than the GDP of most third world countries - and their organisational structures and control of significant volumes of armaments is certainly also reminiscent of that of the nation-state.
Were there to ever be a wholesale collapse of civilization-as-we-know-it, I'm sure such gangs would quickly exert control over large areas of the world - but I see no evidence that that is likely to occur within our lifetimes.
